Students from Bihar through the Bihar Student Credit Card Scheme—an initiative by the Government of Bihar to promote higher education.

Starting from February 1, 2018, the Central Government made it mandatory for banks to offer education loans exclusively through the Vidya Lakshmi Portal. This portal is managed by NSDL e-Governance Infrastructure Limited, Mumbai.
The Vidya Lakshmi Portal serves as a one-stop online platform that enables students to conveniently explore, compare, and apply for educational loans and scholarships anytime, from anywhere. It not only facilitates access to student loans but also allows students to apply directly and track the status of their applications.
To begin, students must register and log in at https://www.vidyalakshmi.co.in/Students/ and complete the Common Education Loan Application Form (CELAF) by providing all necessary details. Once the form is submitted, students can search for suitable education loans and apply based on their needs, eligibility, and preferences.

It is recommended to visit the bank branch where one of the parents holds an account. However, it is the responsibility of the student and their parents/guardians to secure loan approval and manage repayment of the approved amount, along with any associated liabilities and consequences.
